Multiply all three terms by 6x (the lowest common denominator of the three denominators). This cancels out all the denominators and leaves you with 12 + 9 = 2x, or 21 = 2x. Divide both sides by 2 and you get x = 10.5

Because you have 4x …
Because you have 4x, and you want to isolate x. Essentially, 4x is the same as saying 4*x (4 times x). so when you’re isolating x (4x), you divide it by 4, or fraction it with 4 (on both sides, of course), which leaves you with x, and 7 over 4.
