Decimal is easy, you just slide it two more spots to the left, adding 0’s as needed:
2.5% = .025
The fraction is achieved by placing the 2.5 over 100 and simplifying:
2.5/100
Double both sides to remove the decimal:
5/200
Divide both sides by 5 to simplify:
1/40

If you think about it the fraction is the same as 2.5/100, or 25/1000, and this can be simplified down to 1/40.
The decimal equivalent of this is 0.025, (which is just 2.5/100, or 2.5 shifted two places to the right).
