Regarding those two ...
Regarding those two quotes, they are taken in different contexts of spending. The first, Bush spending (and tax policy), which he thought was completely idiotic and irresponsible, and Obama spending, which he thinks is for the right reasons, to save the economy, but not good enough. I'm no economic expert, but I know not all spending is the same.

"Projections show a ...
"Projections show a ulative deficit of $9 trillion over the next decade. According to many that's a terrifying number requiring drastic action--in particular, canceling efforts to boost the economy and calling off health reform. The truth is more complicated and less frightening. Deficits are actually helping the economy. In fact, deficits here and in other economies saved the world from a deeper slump. The longer-term outlook is worrying, but it's not catastrophic."-- Krugman, Aug 28, 2009

"We have the ...
"We have the biggest deficit in the history of the world, comparable to the worst ever seen in this country. The government isn't taking in enough money to pay for programs and no strategy to deal with it. The only thing that sustains the U.S. now is that people say advanced countries always get their house in order, but there's not a hint that's on the political horizon, so I think we're looking for a collapse of confidence in the not-too-distant future."--Krugman, Nov 3, 2004
