are halo lights replacement or addition to headlights?

I’ve been looking at auto mod sites and have seen some pretty cool halo kits. I’m a little bit confused though. Are the halos in addition to, or a replacement for, regular headlights?
Some halos I’ve seen are so bright they could easily be the headlights. Others look more like daytime running lights. So which is it?

    halo lights are whole new kits you have to install, they are not just bulbs
